作者簡介:
許仟,柏林自由大學政治研究所與教育研究所畢業,德國哲學博士。慕尼黑大學國際政治研究中心與柏林洪堡大學亞非研究學院客座教授,曾任教於東吳大學德文系、淡江大學歐洲研究所與公共行政學系、中正大學歷史研究所、南華大學歐洲研究所、南華大學公共行政與政策研究所。現任佛光大學教授。
